Lieutenant Governor Nancy Dahlstrom Certifies Proper Filing of Ballot Initiative Petition 25USCV

March 17, 2026 (Anchorage, Alaska) - Lieutenant Governor Nancy Dahlstrom today announced that ballot initiative petition 25USCV has been properly filed, meeting all constitutional and statutory requirements under Alaska law. The initiative seeks to amend Alaska's voter-qualification statute (AS 15.05.010) to explicitly state that only individuals who meet the requirements listed in the statute - including being a United States citizen - may vote in any Alaska election. The measure does not change existing voter qualifications, as Alaska law and the Alaska Constitution already limit voting to U.S. citizens. Instead, the initiative reaffirms that restriction in statute.

After a thorough review, the Division of Elections confirmed that 34,944 qualified signatures were verified across 40 house districts, exceeding the required minimum of 34,098 qualified signatures across 30 house districts.

With proper filing now complete, the initiative will appear as a proposition on the ballot at the first statewide election held after 120 days have passed since the adjournment of the legislative session (AS 15.45.190). Practically, this means that unless the 2026 legislative session adjourns on or before April 20, 2026, or substantially similar legislation is enacted before the election, the proposition will appear on the November 3, 2026, general election ballot.

Lieutenant Governor Dahlstrom stated, "Citizen initiatives play an important role in Alaska's democratic system by allowing Alaskans to bring proposed laws directly to the ballot. Confirming proper filing ensures the sponsors have met all legal requirements, and the measure will now advance to the ballot for voters to decide."
