WASHINGTON, D.C. - Today, U.S. Representative Emilia Sykes (OH-13) supported the passage of bipartisan legislation to fund the Department of Homeland Security (DHS), ending a 75-day shutdown that created uncertainty for critical personnel and jeopardized national security.
The legislation previously passed the Senate with bipartisan support and does not include new funding for Immigration and Customs Enforcement (ICE) or Customs and Border Protection (CBP).
Rep. Sykes also reiterated that she will only support additional funding for ICE if commonsense reforms are enacted, including judicial warrants, body cameras, limits on excessive force, and increased transparency in enforcement operations. These measures are intended to strengthen accountability, protect civil liberties, and improve public trust in enforcement operations.
"This shutdown should have never happened. House Republicans' inability to govern responsibly caused unnecessary disruption, left DHS without funding for 75 days, and harmed national security operations. Republicans had weeks to bring the Senate's bipartisan agreement to the House floor but chose not to act. I'm glad to see this shutdown finally come to an end," said Rep. Sykes.
Rep. Sykes is continuing to uplift her bipartisan Pay Our Military Act, which ensures that service members, civilian Department of Defense personnel, Coast Guard members, reservists, and contractors receive uninterrupted pay during government shutdowns. Government shutdowns should never put our military families or national security at risk.
Alongside today's vote, Rep. Sykes introduced the Critical Operation Oversight of Law Enforcement Intervention and Training (COOL IT) Act to modernize immigration officer training through annual scenario-based instruction focused on de-escalation, crisis intervention, officer safety, and community relations.
The DHS funding bill now heads to the president's desk for his signature.
