The National Assembly passed amendments to the Public Debt Act at second reading. The amendments enable the Minister of Finance to issue government securities intended for individual investors. Individual investors will not owe fees and commissions for the initial acquisition of securities, Parliament decided.
The Ministry of Finance will have the obligation to create and maintain an information system for the sale of government securities to individuals, the changes to the Public Debt Act provide. The conditions and procedure for using the information system will be defined in a regulation.
The amount of government securities issued for citizens must be within the specified ceiling for the maximum debt for the respective year, which is determined by the State Budget Act, the National Assembly decided. Parliament voted to allow the Minister of Finance, based on a decision by the Council of Ministers, to appoint a person to represent the state at meetings and in the drafting of written resolutions when decisions are made by holders of government securities.
Distributors of government securities will have the obligation to provide trading services for such securities for citizens on the primary and secondary markets, as well as to maintain fixed quotes on a trading venue, at least one of which is a regulated market. It is envisaged that the Minister of Finance will conclude contracts under market conditions with distributors of government securities that meet certain requirements, as well as terminate them early if the distributors cease to meet the conditions.
The changes to the Public Debt Act provide for the liberalization of the registration and settlement process for participation in the trading of government securities issued on the Bulgarian market. The amendments will allow the attraction of European global institutions to participate in the system for trading Bulgarian government securities in the context of Bulgaria's membership in the euro area.
The National Assembly obliged the Chairman of the State Agency for National Security to provide the parliament with information on data and inspections relating to the activities of the Governor and Deputy Governor of the National Health Insurance Fund - Dr. Petko Stefanovski and Prof. Momchil Mavrov. The draft decision submitted by "Democratic Bulgaria" was adopted with 191 votes "in favour", one vote "against", and no "abstentions".
