City Makes Progress on Tasks from December 1 Emergency Declaration

The City has taken a number of steps to support residents affected by federal immigration enforcement since the City Council passed an Emergency Declaration on December 1, 2025. Most recent actions include a $200,000 social services fund for housing assistance, health care access, legal aid and food security. Earlier this month, the City's Human Rights Commission and the Oregon Law Center produced a "Know Your Rights" training video in English and Spanish.

A Family Resource Guide, available in English and Spanish, has been distributed widely and is accessible at City facilities and online.

The City has also updated its legislative advocacy platform to support federal immigration reform and protections for vulnerable communities. Additionally, staff training on sanctuary policies is underway, with 76 percent of employees completing the program. Signage has been installed in City facilities to mark non-public areas, ensuring compliance with sanctuary laws.

These efforts reflect the City's commitment to protecting and supporting all Salem residents.
