City Creates Reduced Utility Rates for Micro-Sized Living Units

In November, the City of Spokane will introduce new utility rates for very small apartments, identified as "micro-units." Qualified micro-units will pay 60 percent of the multi-family rates charged for sewer service and water-wastewater capital infrastructure. The change represents savings of about $28 a month per micro-unit and could impact customer utility bills as soon as November .
"This is a strategic and smart way to support low-income housing that is desperately needed in Spokane," says Mayor Lisa Brown.
Based on consumption data, residents in these units use less utility services than residents in traditional-sized apartment units. With the recommendation of Mayor Lisa Brown, Spokane City Council approved the creation of this new micro-unit class of customer as part of the need to update the City's utility rates for 2027 and 2028. New developments with micro-units will provide information during the permit process to register for the appropriate rates. An apartment complex with both micro-units and traditional-sized units will pay the applicable rate for each kind of unit.
A micro-unit is defined as an apartment unit with 350 square feet or less of space with a bathroom and cooking area. These units typically are designed to serve people who have lower incomes. And, often, they are found in redeveloped buildings in the downtown core.
Properties with existing micro-units will need to provide information about their units so their bills can be updated with the reduced rates. Property owners can call Spokane 311 to get started.
