The City is rolling out a new, approved AI tool-Microsoft Copilot Chat Basic-for use by employees outside of the Police Bureau, alongside a new administrative rule that establishes standards for how AI technologies are used across all bureaus. Together, these actions will help ensure AI is used thoughtfully, securely and in ways that build public trust.
To support employees in this evolving landscape, the City is offering practical training on responsible AI use in local government through its e-learning platform. The City is partnering with InnovateUS to provide employees access to Responsible AI for Public Professionals, a self-paced course series designed specifically for public sector work. This non-technical content will be accessible to employees across bureaus. The training will focus on real-world applications of AI, including how to use tools effectively while understanding potential risks such as bias, privacy concerns, and inaccuracies, and how to mitigate them.
"Artificial intelligence is already shaping how the world gets work done," according to Elyse Rosenberg, the City of Portland's Chief Information Officer. "Our priority is to ensure City employees are equipped to apply these tools thoughtfully and securely to support and serve Portlanders. The partnership with InnovateUS will help us build that foundation."
The City is also teaming up with Oregon State University on a first-of-its-kind AI incubation lab on April 14, 2026, as part of OSU's third annual AI Week. This lab will challenge participants to explore how AI can make city services faster, fairer, and more effective. In May, participants will pitch their ideas to the City as part of Portland Startup Week.
"Our goal is to leverage AI thoughtfully and responsibly," said Mayor Keith Wilson. "The Incubation Lab is a way to invite community input, explore new ideas, and identify opportunities where AI can support routine tasks-allowing our employees to focus on the creativity, judgment, and human connection that are at the heart of public service."
