Public Hearing for Text Amendments to the ULDC, Sec. 111-129

The City of Douglas hereby notifies its residents and interested parties of proposed text amendments to the City of Douglas Code of Ordinances Unified Land Development Code concerning development standards: Sec. 111-129 Area, Setback, and Height Requirements.

"AN ORDINANCE AMENDING THE CITY OF DOUGLAS CODE OF ORDINANCE, CHAPTER 111, UNIFIED LAND DEVELOPMENT CODE, ARTICLE V - DEVELOPMENT STANDARDS - SECTION 111-129; TO REPEAL ALL OTHER ORDINANCES IN CONFLICT HEREWITH AND TO PROVIDE FOR AN EFFECTIVE DATE AND FOR OTHER PURPOSES."

The following are the amendments to be revised:

  1. AG (Agriculture)
  • Minimum Square Feet of Building: Establish a minimum of 1,000 square feet for single-family.
  1. R-15 and R-12 (Residential Single-Family)
  • Maximum Height: Clarify and standardize the maximum building height at 50 feet.

R-12 (Residential Single-Family)

  • Minimum Square Feet of Building: Clarify and standardize the minimum square feet of building at 1,200 feet.
  1. R-M (Residential Mixed - Single-Family & Two-Family (Duplex))
  • Minimum Square Feet of Building: Establish a minimum of 1,000 square feet for single-family.
  • Minimum Square Feet of Building: Establish a minimum of 1,000 square feet/unit for duplex dwellings.
  • Minimum Square Feet of Building: 1/3 of units can be no less than 550 square feet/unit for multi-family.
  • Maximum Height: Set a uniform maximum building height of 50 feet for all housing types (single-family, duplex, and multi-family).
  1. R-I (Residential Infill)
  • (h) - Varies depending on lot size, ranges from 9,000 square feet and up.
    • Minimum Square Feet of Building - 1,000 square feet
    • Minimum Lot Width - 70 feet
    • Minimum Road Frontage - 30 feet
  1. TC (Town Center)
  • Minimum Road Frontage: (h)
  1. G-W (Gateway District)

Comprehensive dimensional requirements have been updated to better reflect this district's intended transitional and mixed-use character. The proposed standards include:

  • Minimum Lot Size: 15,000 square feet
  • Minimum Square Feet of Building: 800 square feet
  • Minimum Lot Width: 100 feet
  • Minimum Road Frontage: 60 feet
  • Minimum Yards:
    • Front: 25 feet
    • Rear: 20 feet
    • Side: 10 feet
    • Side at Corner: 20 feet
  • Maximum Impervious Lot Coverage: 80%

(h) - Depending on the type of development, the Building Inspector & the Community Development Director will consult with the developer and determine the best setbacks and dimensions.

The Planning Commission will have its regular meeting to discuss these text amendments on August 25, 2025, at 10 AM at City Hall, located at 302 S. Madison Ave. Douglas, GA 31533.

Notice is hereby given that the proposed text amendments to the ULDC Development Standards, Sec. 111-129 captioned below will be read for the first time at a regular meeting of the Mayor and City Commissioners of the City of Douglas, Georgia, on Monday, August 11, 2025, at 6 PM at City Hall, located at 302 South Madison Avenue, Douglas, Georgia,

The proposed text amendments will be read for the second time, followed by a public hearing on Monday, August 25, 2025, at 6 PM at City Hall, located at 302 S Madison Avenue, Douglas, Georgia 31533. After the public hearing, the ordinance will be voted upon at the regular meeting of the Mayor and City Commissioners of the City of Douglas, Georgia. Anyone interested in said ordinance should be in attendance at the said meeting on the above-stated dates.

A copy of the text amendment file may be reviewed at City Hall in the Community Development Department, Planning & Zoning Division, 302 S Madison Avenue, Douglas, GA 31533, between the hours of 8:00 a.m. and 5:00 p.m., Monday through Friday. Holiday hours may differ. This viewing may take place through August 25, 2025.
