Defense Security Cooperation Agency Announces Departure of Director Michael F. Miller
WASHINGTON - The Defense Security Cooperation Agency (DSCA) announced today that its Director, Michael F. Miller, will be retiring effective May 30, 2026, concluding 28 years of distinguished government service.
In a message to the DSCA workforce, Director Miller expressed deep gratitude for the privilege of leading such a dedicated team. "It has been the honor of a lifetime to serve as Director, working daily among patriots unified in their sense of duty and devotion to the nation and our global security cooperation mission," Miller stated. He also highlighted his pride in the Agency's recent achievements and his confidence in DSCA's continued success working under the leadership of the Under Secretary of War for Acquisition and Sustainment (USW(A&S)).
Since assuming the role of DSCA Director in August 2024, Director Miller has overseen the Agency's diverse portfolio of security cooperation programs. Notably, he managed the strategic realignment of DSCA from the Undersecretary of War for Policy (USW(P)) to USW(A&S) and spearheaded the creation of the Defense Security Cooperation Service (DSCS), which manages support functions for over 130 U.S. Military Groups located at U.S. diplomatic missions abroad.
A career Civil Servant and member of the Senior Executive Service, Director Miller previously served at the Department of State for over 24 years. Most recently, he served as Deputy Assistant Secretary of State for Defense Trade in the Bureau of Political-Military Affairs, overseeing the Directorate of Defense Trade Controls and the International Traffic in Arms Regulations (ITAR).
Upon Director Miller's departure, Deputy Director Mary Beth Morgan will assume the role of Acting Director to ensure continuity of operations. The Agency extends its sincere appreciation to Director Miller for his leadership and dedicated service, and looks forward to building on his legacy in support of U.S. national security.
