The City of Zagreb launched a public consultation on the Draft Proposal of the City of Zagreb Programme for the Implementation of the Charter of Integrating Cities 2026-2030, open until 21 November 2025.
As a local authority with extensive experience in integration policies, Zagreb has long recognised its role in supporting migrant inclusion and was among the first to develop concrete implementation measures. The new programme continues these efforts, promoting integration based on inclusiveness, equality and intercultural dialogue, with the goal of building an inclusive, cohesive local community.
The programme's general objective is to establish sustainable models of integration through accessible services and intercultural initiatives developed in cooperation with all stakeholders. This includes migrants, local residents, city administration, municipal institutions, civil society organisations, the private sector, trade unions, academia and national bodies. It aims to foster a supportive, connected environment that values diversity as a social asset and ensures equal opportunities for all residents, regardless of origin, to participate fully in the social, economic, cultural, and political life of the city.

The programme applies to various categories of third-country nationals, including migrant workers with residence and work permits, those granted international or temporary protection, and applicants for international protection - collectively referred to in the proposal as 'foreigners'.
