Energy and Environment Policy
The Ministry of Economy, Trade and Industry (METI) will host the Tokyo Green Transformation (GX) Week 2025 from Monday, September 15, to Friday, October 10, 2025.
The situation involving energy policies is becoming increasingly uncertain due to the manifestation of geopolitical risks and new electricity demand associated with the widespread use of artificial intelligence (AI). Against this backdrop, while the world strives toward net zero emissions, the significance of green transformation (GX) is growing as a way for each country to simultaneously achieve decarbonization, economic growth, and energy security through various pathways that meet their own circumstances.
During this year's Tokyo GX Week, government officials, including ministers, and experts from countries around the world will discuss sustainable fuels, hydrogen, carbon recycling, and innovations. METI will lead international collaborations aimed at achieving GX through such initiatives.
1. Ministerial Meeting on Sustainable Fuels
Date: Monday, September 15, 2025 Venue: Hilton Osaka Outline: Sustainable fuels such as biofuels, hydrogen, ammonia, e-fuels, and e-methane are gaining attention as potential solutions toward decarbonization in various sectors, including transportation (aviation, shipping, and automotive), as well as residential, commercial, and industrial sectors.
This ministerial meeting, being held for the first time, aims to enhance global momentum on sustainable fuels in collaboration with relevant countries and international organizations. This meeting will be co-hosted by Japan and Brazil, as a part of initiative based on the Initiative for Sustainable Fuels and Mobility (ISFM) which was launched during the Japan-Brazil summit in May 2024, as well as with a view to COP30.
2. Hydrogen Energy Ministerial Meeting
Date: Monday, September 15, 2025 Venue: Hilton Osaka Outline: As an opportunity for relevant countries and international organizations to align their efforts and enhance collaboration on the promotion of hydrogen utilization on a global scale, this Meeting was first held in Japan in 2018 and marks its seventh occurrence this year. For Japan, this year is a significant moment to accelerate the efforts toward the realization of a hydrogen-powered society, especially with the Hydrogen Society Promotion Act having been enforced in October 2024. In this year's Meeting, participating countries and organizations will discuss the progress of hydrogen policies in various countries, share insights, and explore possibilities for policy collaboration and international cooperation to stimulate global demand under the theme of "Demand Creation." Additionally, the Meeting will be held in collaboration with Expo 2025 Osaka, Kansai, Japan, showcasing Japan's technological developments toward achieving a hydrogen-powered society.
3. 7th RD20 Conference 2025 (Leaders Session)
Date: Friday, October 3, 2025 Venue: Hotel Nikko Tsukuba Outline: RD20 is an initiative that encourages major research institutions in G20 countries and regions to advance international collaboration in research and development aimed at achieving carbon neutrality. Leaders of research institutions from G20 member countries, engaged in the development of global cutting-edge technologies in the field of clean energy, will hold discussions on international collaboration and human resources development that drive decarbonization innovations, highlighting approaches to international joint research.
4. ICEF(Innovation for Cool Earth Forum)
Date: October 8 (Wed.) and 9 (Thu.), 2025 Venue: The Westin Tokyo Outline The Innovation for Cool Earth Forum (ICEF) is an international conference that focuses on innovation needed for global carbon neutrality. Under this year's central theme of GX and innovation for security, a range of discussions will explore international collaborations for carbon neutrality and energy security, adaptation to climate change, hydrogen, and renewable energy, among others. Japanese companies will also showcase their initiatives and accomplishments.
5. 7th International Conference on Carbon Recycling 2025
Date: Friday, October 10, 2025 Venue: Hilton Osaka, and online streaming Outline: The 7th International Conference on Carbon Recycling will bring together stakeholders from industry, academia, and government. Participants will confirm the initiatives of each country in connection with technology development/demonstration toward the future social implementation of carbon recycling, which is a key to achieving carbon neutrality. The conference will also discuss ways to strengthen international cooperation among countries. On the day of the event, we will also hold a poster session and provide opportunities for networking.
