Notice of Availabilty of Final Scope and Notice of Acceptance of Draft EIS

Bronx County - The New York City Office of the Deputy Mayor for Housing, Economic Development and Workforce, as lead agency, has made the Final Scope available and accepted a Draft Environmental Impact Statement on the proposed Bally's Bronx Project. A Public Hearing will be held in the future at a time to be determined. Written comments on the Draft EIS will be accepted during the public comment period which started on January 17, 2025, through ten days after the DEIS public hearing. The action involves a request by the Applicant, Bally's New York Operating Company, LLC, for a series of discretionary land use actions to facilitate the Proposed Development in the Throggs Neck neighborhood of Bronx Community District 10, including an approximately 3,134,040 gross square foot gaming facility and the widening and mapping of Ring Road as a city street. The Proposed Facility would include 561,320 gross square foot of gaming space and a variety of food and beverage services; a 509,330 gross square foot, 500-key hotel with a spa and meeting space; 6,100 gross square foot for sundry retail; a 2,000 seat event center; and a 1,941,910 gross square foot parking garage for 4,660 vehicles. During peak business hours at the Proposed Facility there would be 5,800 visitors and up to 650 employees. The Proposed Development is expected to generate 3,500 jobs. The Applicant has operated the Golf Course since September 2023 pursuant to a license agreement with the New York City Department of Parks and Recreation (NYC Parks). As part of the Proposed Development, the Applicant would construct a replacement standalone clubhouse for the Golf Course, which would remain as currently configured and would continue to be open to the public during the entire construction time period. The Proposed Development would require the following discretionary approvals: City Map Amendments, Zoning Map Amendment, Approval for the Disposition of Real Property, Extension and Modification of Existing Concession, Approval by the Gaming Facility Location Board and Issuance of a Gaming License from the New York State Gaming Commission, Approval from New York State Department of Environmental Conservation (NYS DEC) to allow the use of and construction on the Development Site. In addition, State Legislation and Governor's Approval authorizing the Alienation of Parkland would be required to facilitate the Proposed Development. Other State approvals include approval from NYS DEC for stormwater discharges during construction and from the New York State Department of Transportation (NYS DOT) and potentially other State agencies to facilitate certain street improvements near the Hutchinson River Expressway. In addition, coordination (or approvals for public improvements) may be required with State agencies or authorities such as the Metropolitan Transit Authority (MTA) (including NYCT and TBTA). The Proposed Development would also include various ministerial actions, such as approval from the New York City Public Design Commission (NYC PDC) for the replacement golf clubhouse. The project is located at 450 Hutchinson River Parkway in the Bronx, New York.
