B.8 - Contract Awarded for Paradise Park Parking Lot Improvements Project
Council approved a contract with F.W. Carson Company for the Paradise Park Parking Lot Improvements Project in an amount not to exceed $404,447. The project will be funded through Community Development Block Grant (CDBG) funds, as approved in the fiscal year 2026 Capital Improvement Plan (CIP). Paradise Park, located in northeast Reno at 2745 Elementary Drive, is a popular recreational facility that serves residents and visitors year-round. The parking lot and entrance roundabout serving the Activity Center have significantly deteriorated because of age, heavy use and weather-related wear. In addition, a portion of the parking lot has been structurally compromised by vermin tunneling and burrowing adjacent to the site. The project will include removing and replacing the existing parking lot, resurfacing the entrance roundabout, fortifying the embankment and completing other site improvements. Construction is scheduled to begin and complete summer 2026.
B.9 - Contract Awarded for Hilltop Park Parking Lot Replacement Project
Council approved a contract to ARMAC Construction LLC for the Hilltop Park Parking Lot Project in an amount not to exceed $399,168. The project will be funded through Community Development Block Grant (CDBG) funds as approved in the fiscal year 2026 Capital Improvement Plan (CIP). The three parking lots at Hilltop Park, located at 3950 Buckingham Square, have deteriorated and are in need of rehabilitation to restore safe and functional access for park users. This project will include the removal and replacement of three existing parking lots and site improvements. Construction is scheduled to begin and complete summer 2026.
B.10 - Purchase of Personal Protective Equipment for the Reno Fire Department
Council approved the purchase of personal protective equipment (PPE) from Great West Fire & Safety, Inc. through the Sourcewell cooperative purchasing contract for fiscal years 2026 through 2028 in an amount not to exceed $300,000 per fiscal year, for a total amount not to exceed $900,000 over the term of the contract. The funding supports the purchase and replacement of essential firefighter safety gear, including turnout gear, helmets, gloves, hoods, and protective clothing. Regular replacement of PPE is required to maintain NFPA compliance and ensure firefighters have reliable equipment to safely respond to emergencies and protect the Reno community.
C.1 - Intention to Sell City-Owned Property to the Regional Transportation Commission for Bus Station Expansion
Council adopted a resolution declaring its intent to sell city-owned property located between Lake Street, E. Plaza Street, Evans Avenue and the railroad tracks to the Regional Transportation Commission of Washoe County (RTC) for the expansion of the 4th Street Bus Station at the appraised fair market value of $1.35 million. RTC first expressed interest in purchasing the parcels in 2020 to support the expansion of the 4th Street Bus Station. At that time, the city had tenants leasing the properties, but Council approved moving forward with a sale once those leases expired. In November 2025, Council approved a right of first refusal for RTC to purchase the property, pending the resolution of litigation involving former tenants. That litigation has since been resolved in the City's favor, and the property is now ready for sale. The property would provide options as RTC evaluates ways to reconfigure vehicle and pedestrian circulation and improve access to and from the 4th Street Bus Station. The parcel contains existing sewer and storm drain infrastructure, as well as access to the ReTRAC train trench for maintenance. The City will reserve the necessary easements to maintain access to this infrastructure. Sale proceeds will be deposited into the City's General Fund and must be used for capital outlay. A second hearing is scheduled for the July 29, 2026, Reno City Council meeting.
C.2 - Special Assessment District for Talus Valley Development
Council approved for staff to begin work on a proposed Special Assessment District (SAD) for the Talus Valley development located in south Reno. The property is located west of Veterans Parkway and north of South Meadows Parkway. With this approval, City staff will work with the developer, TL Talus LLC, which is a joint venture between Toll Brothers and Lennar, on this proposal. The proposed 352-acre development is planned to include approximately 2,510 residential units. The SAD would provide a financial tool to help fund public infrastructure improvements for 774 residential units, including sewer and storm drain systems. The estimated infrastructure costs total $7.8 million, with a proposed bond issuance of approximately $9.5 million to cover project costs and related financing expenses. Future homeowners within the district would pay the assessments, which are estimated to average $12,293 per home, with annual payments of about $1,001 over 30 years.
F.1 - Ordinance Adoption for Live Entertainment Temporary Exception
Council adopted an ordinance amending Title 18, "Annexation and Land Development," to establish a temporary pilot program that suspends conditional use permit (CUP) requirements for indoor live entertainment venues. This was the second reading of the ordinance, following its introduction and first reading at the May 20, 2026, Reno City Council meeting. This pilot program is intended to support local businesses and encourage additional indoor live entertainment activities within the Downtown, Midtown, and 4th Street corridors while maintaining public safety and neighborhood compatibility. The temporary pilot program will end on December 31, 2027. The program applies to indoor live entertainment, requires participating businesses to obtain a cabaret license, and submit an approved security plan. Council previously directed staff to pursue the initiative following community outreach and prior updates to live entertainment regulations. Community feedback showed downtown residents expressing concerns regarding noise and enforcement, while business representatives generally supported the pilot program and its potential economic benefits.
F.2 - Ordinance Adoption for Fairfield Farmhouses Zoning Map Amendment
Council adopted an ordinance for a zoning map amendment for the Fairfield Farmhouses parcels. This was the second reading of the ordinance, following its introduction and first reading at the May 20, 2026, Reno City Council meeting. The ±1.08-acre site, located at 1133 West Plumb Lane, will be rezoned from Single-Family Residential 3 Units Per Acre (SF-3) to Single-Family Residential 5 Units Per Acre (SF-5), allowing up to five single-family residential units.
