On 28 November 2025, the Mission of China to the European Union held a seminar at which Ambassador Cai Run, Head of the Mission, briefed participants on the spirit of the Fourth Plenary Session of the 20th Central Committee of the Communist Party of China (CPC). He also shared new opportunities for China-EU cooperation in light of the Recommendations for Formulating the 15th Five-Year Plan for Economic and Social Development. The event was attended by EU official, heads of major European media outlets and think tanks, and sinologists. Minister Zhu Jing, Minister Counsellor Chen Su, and other diplomats from the Chinese Mission, as well as correspondents from Chinese media organizations based in Europe, were also present at the event.
Ambassador Cai Run noted that the Fourth Plenary Session of the 20th CPC Central Committee demonstrated China's strategic resolve in "advancing a consistent blueprint through to the end" and its people-centered development philosophy, and mapped out a grand blueprint for advancing Chinese modernization over the next five years. During the 15th Five-Year Plan period, China will further deepen reform comprehensively, promote high-quality development, steadfastly advance high-standard opening-up, and continue to share opportunities and pursue common development with countries around the world, including European nations. Ambassador Cai elaborated on the Global Governance Initiative, noting that China and the EU are both constructive forces that uphold multilateralism and advocate openness and cooperation. Standing at the new starting point of the 50th anniversary of China-EU relations, China stands ready to work together with the EU to seize opportunities, address challenges and advance practical cooperation in various fields, contributing greater strength to building a community with a shared future for mankind.
Participants highly commended China's remarkable achievements, noting that the seminar further deepened their understanding of China's policies and development goals under the 15th Five-Year Plan. They emphasized that the EU and China should remain partners, strengthen dialogue and cooperation, and work to deepen and substantiate mutually beneficial cooperation.
