Arguments 'For' and 'Against' City of Yuma Propositions 436 and 437 Sought for November 3, 2026 Election

City of Yuma voters will consider Propositions 436 and 437 at the November 3, 2026, General Election. Arguments supporting and opposing each proposition are being accepted for inclusion in the official publicity pamphlet.

Proposition 436 - Permanent Base Adjustment to the City's Annual Expenditure Limitation

Proposition 436 would authorize a permanent adjustment of $30 million to the expenditure base used to calculate the City of Yuma's Annual Expenditure Limitation (AEL). The adjustment would allow the City to spend revenues it already collects and lawfully receives to maintain existing and planned City services, programs, and infrastructure. The measure does not create a new tax, increase existing tax rates, or authorize additional revenues.

Proposition 437 - City Charter Amendment Regarding Nomination Petition Signatures

Proposition 437 would amend Article IV, Section 6 of the City Charter to change how the number of signatures required on nomination petitions for City elected office is calculated. The amendment would base the required number of signatures on the number of valid ballots cast in the preceding primary municipal election rather than the preceding general municipal election.

The City of Yuma will prepare a publicity pamphlet for Propositions 436 and 437 in accordance with Arizona law. The pamphlet will be mailed to households of registered voters within the City of Yuma before early voting begins.

The filing period for arguments begins Wednesday, June 24, 2026, and closes at 5:00 p.m. (local time, Yuma, Arizona) on Friday, July 10, 2026.

Arguments must be submitted electronically by email to [email protected]. Submission in Microsoft Word format is preferred.

Arguments submitted for publication in the publicity pamphlet must meet the following requirements:

  • Must clearly identify whether the argument pertains to Proposition 436 or Proposition 437.
  • May not exceed 300 words.
  • Must include the required signature(s).
  • If submitted on behalf of an organization, must include the signatures of two executive officers of the organization.
  • If submitted on behalf of a political committee, must include the signature of the committee's chairperson or treasurer.
  • Must include the mailing address and telephone number of the individual or individuals signing the argument.
  • A $50 filing fee is required for each argument. Payment may be made by cash, check, credit card by phone, or online. Individuals wishing to pay online may request a payment link from the City Clerk's Office. An argument is not considered filed until the filing fee has been received.

Except for the city or town and state of residence, personal contact information will not be published in the publicity pamphlet.

All arguments and filing fees must be received by the City Clerk's Office no later than 5:00 p.m. (local time, Yuma, Arizona) on Friday, July 10, 2026.
