Public Notice of Permit Approval of the Dry Piney Helium and Carbon Sequestration Project

The Industrial Siting Council has issued an Industrial Siting Permit to Blue Spruce Operating, LLC to construct and operate the Dry Piney Helium and Carbon Sequestration Project (Project). The Project is planned to be constructed on private land in Sublette County. Project components will consist of production and water disposal wells and well pads, pipelines, access roads, acid-gas injection wells and well pad, an in-field power generation facility, and a natural gas processing facility. The Project will be located approximately 10 miles northwest of La Barge in Sublette County, Wyoming. The address assigned to the Project is 296 Graphite Hollow Road, Big Piney, Wyoming 83113. Construction of the Project is planned to begin in May 2026 and is expected to take approximately 20 months to complete. The construction workforce is expected to average 209 workers during the construction months between 2026 and 2028, of which approximately 10.5 workers will be local, while the remaining will temporarily relocate to the area. During peak construction in 2027, an average of 318 workers per month will be required, of which approximately 16 workers will be local. The Project is expected to be operational by the third quarter of 2028.

Pursuant to Wyoming Statute § 16- 3-107, notice was given and the Wyoming Industrial Siting Council conducted a public hearing on the Application for a permit. The hearing began at 9:00 AM on October 28, 2025 and concluded October 29, 2025 at the LaBarge Town Hall, at 228 LaBarge St, LaBarge, WY 83123. The Council considered the Applicant's request pursuant to the provisions of the Industrial Development and Siting Act (Wyoming Statute § 35-12-101 et seq.), and the rules and regulations adopted thereunder, and rendered a decision to grant the permit.

Flaming Gorge Way, Suite 150, Green River, WY 82935.
