On 23 October the Ministry of Foreign Affairs of the Republic of Lithuania summoned the Chargé d'Affaires ad interim of the Russian Federation and handed a diplomatic note expressing a strong protest over a massive missile and drone attack on Ukraine by the Russian armed forces on 22 October. These attacks targeted civilian infrastructure, including power plants, seaports, residential buildings, and a kindergarten. At least six Ukrainian civilians were killed, and many more were injured.

A diplomatic note of the Ministry of Foreign Affairs to the Embassy of the Russian Federation underlined that Russia's continued cynical attacks on civilians and civilian infrastructure constitute gross breaches of international law and international humanitarian law. Such attacks are also considered war crimes under Article 8 of the Rome Statute of the International Criminal Court, and Lithuania will seek full accountability for those responsible.

The Republic of Lithuania declares that the behavior of the Russian Federation once again demonstrates that the Kremlin regime is not interested in peace and continues its efforts to subjugate its neighbor. Lithuania demands that Russia immediately stop its aggression against Ukraine and reaffirms its commitment to continue working with allies to help Ukraine strengthen its ability to defend itself against this aggression.
