Josephine County Board of Commissioners Weekly Update
May 4 - May 8, 2026
Josephine County, OR - The Josephine County Board of Commissioners conducted multiple public meetings and workshops this week involving land use, budget matters, public health, personnel transitions, labor relations, housing development, and County operations.
The week began with a Land Use Hearing regarding an appeal of the Planning Director's denial of a proposed forest dwelling application on Savage Creek Road. The hearing included testimony from County planning staff, legal counsel, and the applicant regarding state "tract test" provisions and their effect on the application. Following deliberations, the Board voted unanimously to overturn the Director's denial and approve the application subject to conditions of approval and applicable appeal timelines.
During the May 5 Administration Workshop, the Board approved submission of a Public Health grant request intended to assist in reestablishing and supporting the County's solid waste abatement program. Discussion focused on funding structure, operational continuity, and future staffing associated with environmental health enforcement activities. The Board also approved a temporary project position associated with a retiring PERS employee in the Parks Department to assist with completion of the White Horse renovation project.
The Board additionally approved payment of an invoice related to County labor and employment legal services and approved appointments and reappointments to County advisory bodies, including the Josephine County Rural Planning Commission and Budget Committee. The resolution related to tobacco enforcement was tabled for future discussion.
Executive Session discussions during the May 5 workshop focused on multiple personnel and recruitment matters, including the upcoming Finance Director vacancy, temporary staffing support within the Finance Department, Emergency Management leadership transition planning, Parks staffing, and recruitment efforts within Public Works and the Assessor's Office. Upon returning to open session, Commissioners discussed the potential engagement of former Josephine County Finance Director Arthur O'Hare in an interim support capacity to assist during the County's ongoing budget process and finance department transition. Direction was provided to staff to continue working with Legal Counsel regarding contract development and transition planning.
On May 6, the Board convened its Weekly Business Session and issued a proclamation recognizing May 10-16, 2026, as National Police Week. The Board also conducted public hearings regarding annexations into the Josephine Community Library District by petition of landowners and approved both annexation requests unanimously. Commissioners received public comment and later approved the consent calendar, including prior meeting minutes and workshop records.
Commissioners also provided public updates regarding wildfire preparedness, emergency evacuation readiness, County staffing levels, and upcoming community events at the Josephine County Fairgrounds.
Later that afternoon, the Budget Committee convened to review the Fiscal Year 2025-2026 Supplemental Budget related to reinstatement of the County's Solid Waste Program under the Public Health Department. Finance Director Ruth Nelson presented the supplemental budget and explained that the proposal would restore one full-time equivalent position and fund operating expenses through the remainder of the fiscal year. Discussion focused on distinctions between environmental public health enforcement and traditional code enforcement, community concerns regarding prior enforcement structures, complaint backlog management, and future staffing considerations. Following deliberations, the Budget Committee approved the supplemental budget.
During the May 7 Administration Workshop, the Board reviewed multiple operational and development matters. Community Justice received consensus authorization to begin preliminary collective bargaining discussions with the parole and probation officers bargaining unit in preparation for the expiration of the current labor agreement. The Board also approved an out-of-state travel request for Forestry staff to attend a professional licensing and herbicide application seminar in California.
Additional Board business included approval of an Anne G. Basker Auditorium rental request for the Josephine County Circuit Court, appointment of a new member to the Josephine County Housing and Community Development Council, and approval of the Conklin Avenue Townhomes plat map. Commissioners discussed the importance of increasing housing opportunities and reviewed state middle housing regulations associated with the proposed development.
The Board also formally approved a personal services contract with former Finance Director Arthur O'Hare to provide interim finance support services during the County's budget transition period following the retirement of Finance Director Ruth Nelson. Discussion focused on maintaining operational continuity, budget oversight, and support for County finance personnel through the end of the fiscal year.
In addition to scheduled public meetings, Commissioners participated throughout the week in intergovernmental meetings, constituent discussions, public outreach efforts, wildfire preparedness coordination, budget-related planning sessions, and community engagement activities.
