Mayor Walsh Launches More Upgrades to City's Online Application Portal

All permitting and licensing applications are now online as part of the City's digital transformation

The Central Permit Office will host community training webinars for the Online Application Portal on Tuesday, December 16 at 5:00 p.m. and Thursday, December 18 at 2:00 p.m.

Syracuse Mayor Ben Walsh announced the final round of business licenses, right-of-way and zoning permits have been added to the City's Online Application Portal, marking the completion of moving paper applications for permitting and licensing online as part of the City's digital transformation.

"Our goal for moving applications to a digital platform has been driven by our mission to deliver high-quality customer experiences through proactive and efficient service," said Mayor Walsh. "We know these are systems and processes that residents and businesses rely on, and we are encouraged by how these upgrades will impact work getting done in the city. I am proud of the improvements we are making to speed up approval times, and I invite everyone who needs to use the online application portal to attend our upcoming community trainings."

The move to digital applications is part of the Central Permit Office's (CPO) ongoing efforts to modernize application intake, review and issuance. One way the CPO measures performance is through Service Level Agreements (SLA's), an internal mechanism used to track review time compliance. For example, for a residential new build the SLA is four to six weeks, whereas for a commercial new build, which requires more extensive review, it is eight weeks.

"I am pleased to report that based on recent data shared by the Central Permit Office, there's a clear upward trend of the percent of reviews that are meeting our SLA for issuance. SLA compliance improved from 53% in 2019 to 80% in 2025, a 27-point increase over seven years," said Mayor Walsh.

The Online Application Portal helps reduce the number of steps in the review process while providing residents and businesses with convenient 24-hour access to forms and applications required for different types of projects in the city.

The Central Permit Office will host community training webinars for the Online Application Portal on Tuesday, December 16 at 5:00 p.m. and Thursday, December 18 at 2:00 p.m. The training will help applicants navigate the online application portal and find resources to support the application process.
