Over the past year, many Saint Paul businesses have weathered an unusually difficult stretch. Operation Metro Surge brought thousands of federal agents to the Twin Cities this winter, and many public-facing businesses closed, cut hours, or lost customers as a result. A cyber incident that disrupted City systems last summer also delayed renewal notices to some license holders. In response to what business owners - including many small and immigrant-owned businesses - told the City about that strain, the City Council voted unanimously to give holders of Class N licenses more time to pay their annual renewal fees.
A Class N license is a Saint Paul business license for activities that can affect a neighborhood, including restaurants and bars, breweries, event venues, auto shops, and similar businesses. Many Class N holders are in the hospitality and nightlife sectors that felt the recent impacts most directly.
Under the change, which takes effect June 26, Class N license holders can pay their renewal fee up to six months after their normal due date. As long as payment is made by December 31, 2026, no late fees will apply. The full renewal fee is still owed - the action extends the timeline and removes late penalties rather than reducing or waiving the fee itself.
