Massachusetts Governor Signs Executive Order Establishing an Energy Supply Plan that Drives Affordability and Reliability

On March 16, 2026, Massachusetts Governor Maura Healey signed Executive Order No. 654, To Secure Massachusetts' Energy Future by Establishing an Energy Supply Plan that Drives Affordability and Reliability. The Executive Order sets new targets to bring 10 gigawatts (GW) of energy resources and 5 GW of energy storage online by 2035, with the goal of lowering energy costs, strengthening reliability, and advancing the state's energy independence.

The Executive Order directs state agencies to take action on a diverse mix of resources under an all-of-the-above approach. These include solar, offshore wind, geothermal, nuclear, natural gas, and new load management strategies such as energy efficiency, virtual power plants, and electric vehicle charging management. The plan aims to ensure adequate energy supply to meet projected demand growth and lower bills for residents and businesses, with total estimated savings of approximately $10 billion.

Governor Healey also filed the Energy Affordability, Independence, and Innovation Act, a companion legislative proposal designed to bring additional energy supply online and further reduce costs. The legislation would provide greater flexibility for the state to procure energy resources when market prices are most favorable, helping to maintain affordability and competitiveness across the economy.
