Updated Statement from the Alexandria Sheriff’s Office Regarding Alexandria Police In-Custody Death of Allan F. Tucker II

Updated Statement from the Alexandria Sheriff's Office Regarding Alexandria Police In-Custody Death of Allan F. Tucker II

The Alexandria Sheriff's Office (ASO) is a local constitutional office established under Virginia law, and is led by the Sheriff, an independent elected official accountable to the people of Alexandria.

The Alexandria Sheriff's Office operates the city-owned William G. Truesdale Adult Detention Center, provides security for the Alexandria Courthouse, and performs other general public safety and law enforcement functions in the City of Alexandria. ASO conducts these functions in coordination with-but not under the direction of-the City of Alexandria.

The Alexandria Sheriff's Office is committed to transparency, accountability, and continuous improvement. The Office maintains a Triple Crown Accreditation through the American Correctional Association (ACA), the National Commission on Correctional Health Care (NCCHC), and the Commission on Accreditation for Law Enforcement Agencies (CALEA), demonstrating compliance with nationally recognized professional standards. In addition, the Office undergoes an annual Life, Health and Safety Inspection conducted by the Virginia Department of Corrections and regular inspections by the U.S. Marshals Service to ensure continued compliance with Virginia Minimum Standards for Jails and Lockups and the Federal Performance-Based Detention Standards (FPBDS).

ASO welcomes comments, feedback, and questions from the community regarding our operations. The Office routinely works collaboratively with community partners and other government agencies to ensure it operates efficiently, effectively, and in a manner that best serves all Alexandrians, and will continue to do so.

This commitment to transparency and collaboration is why we provided this initial statement and video documenting our staff's actions during the incident.

ASO also fully supported and cooperated with the Critical Incident Response Team's (CIRT) investigation into the circumstances surrounding Mr. Tucker's death. That investigation found no criminal wrongdoing on the part of Alexandria Police Department or Alexandria Sheriff's Office personnel.

Additionally, as promised, ASO initiated an internal review following the incident, carefully examining the actions of staff during and in relation to Mr. Tucker's death. The review determined that no violations of ASO policies or procedures occurred.

While the review found no violations of Sheriff's Office policies or procedures, on the advice of legal counsel, due to the possibility of civil litigation, and to protect confidential personnel information, the internal review will not be released.

ASO remains committed to being a transparent, collaborative, and professional law enforcement agency. We will continue to be available for our community and strive to provide the best public safety services possible.

Statement of Alexandria Sheriff's Office Regarding Alexandria Police In-Custody Death of Allan F. Tucker II

Sheriff Sean Casey joins Police Chief Tarrick McGuire in extending his condolences to the loved ones of Allan F. Tucker II, who died in Alexandria police custody on August 15.

The Alexandria Sheriff's Office fully supports, and has cooperated with, the Critical Incident Response Team (CIRT) as it conducts a thorough investigation into the circumstances of Mr. Tucker's death.

The Sheriff's Office has also initiated our own internal review, which will carefully examine the actions of our staff during, and in relation to, these events.

As part of this review, the wait time experienced by the Alexandria Police Department officers is being assessed. For context, a wait time of approximately 40 minutes during shift change would not be unusual.

It is also important to emphasize that Sheriff's Office deputies and contract medical staff responded immediately to provide assistance once they were notified of the medical emergency.
