Announcement on the Implementation of Electronic Border Management Area Permit

In accordance with the Regulations of the State Council on Online Government Services and the Administrative Measures of the People's Republic of China on Border Management Area Permits, and in order to further facilitate the application for Border Management Area Permits, the National Immigration Administration (the Exit and Entry Administration of the People's Republic of China) has decided to implement the Electronic Border Management Area Permit. The relevant matters are hereby announced as follows:

I. Effective from April 15, 2026, the Electronic Border Management Area Permit shall be introduced, and the issuance of paper permits shall cease simultaneously. Previously-issued paper permits shall remain valid within their respective periods of validity.

II. Residents of the Chinese mainland aged 16 or above may apply for an Electronic Border Management Area Permit with a validity period not exceeding three months via the National Immigration Administration's government service platform (the "NIA 12367" app, the WeChat mini program and the Alipay mini program). Those who encounter difficulties with online application agencies may apply in person at the exit and entry administrations of public security organs at or above the county level or at designated police stations.

III. Residents of Hong Kong, Macao and Taiwan, overseas Chinese, and foreign nationals, Chinese mainland residents traveling with children under the age of 16 and Chinese mainland residents applying for an Electronic Border Management Area Permit with a validity period of one year, shall apply in person at the exit and entry administration agencies of public security organs at or above the county level or at designated police stations.

IV. Applicants may designate an email address to receive the Electronic Border Management Area Permit, or the issuing authority may assist in downloading and printing it.

V. The Electronic Border Management Area Permit shall be used in conjunction with the holder's Resident Identity Card or other valid identification. During inspections, the holder may present the Electronic Border Management Area Permit via a mobile communication terminal such as a mobile phone, or present a printed copy.
