Good afternoon, colleagues,
Before we move on to the meeting agenda, I would like to tell you about a decision we have taken.
This week, we have visited the National Medical Research Centre for Haematology, a leading medical establishment for patients with very serious diseases, which is actively working on innovative medications. We talked with the volunteers who donate blood to help other people cope with their diseases. They are people with big hearts and generous souls. There are many such people in Russia.
Today, people who have donated their blood at least 40 times free of charge are granted the title of honorary donors. They are eligible for various benefits and an annual bonus.
The Government will allocate about 12.5 billion roubles for these payments in 2026.
I would like to use this occasion to express our gratitude to all donors in Russia who give people with serious diagnoses a chance for recovery. They are doing an extremely important and noble service, which deserves great respect.
I would like to mention another document that has been signed. The Government continues to provide assistance to the economic development of Russian regions, including those that helped businesses create infrastructure for industrial and technology parks.
We will distribute over 46.5 billion roubles stipulated in the federal budget for this purpose in 2026. These funds will be used to subsidise spending on the construction, modernisation and renovation of the relevant facilities.
These funds will be provided to the eight regions that have passed the selection of projects - Bashkortostan, Tatarstan, the Belgorod, Vladimir, Volgograd, Omsk and Chelyabinsk regions, as well as Moscow. Their assistance has resulted in the construction of the Alabuga, Rudnevo and Gubkin industrial parks, the Master technology park, and the Innopark high-tech park.
This instrument is being used to add momentum to economic dynamics in the regions, create conditions for rapid launch of promising enterprises, test new solutions, and facilitate the commercialisation of products.
Let's move on to the agenda of our meeting now.
The Government has prepared amendments aimed at improving the mechanism of providing social protection measures to the people.
The President has emphasised that these mechanisms must work without fail at all levels.
This draft law offers Russian regions an opportunity to transfer their function of providing some types of monetary assistance to the territorial agencies of the Social Fund. They include, in part, the assignment and adjustment of regional maternity capital, benefits for labour veterans, and the subsidising of commuter travel for students and schoolchildren.
This will simplify the procedure of requesting support measures, thanks to which people will be able to find out faster about such measures and the methods and procedures for granting support. We will also create conditions for the subsequent proactive assignment of such social support measures without the need to submit any documents and requests.
The main thing is for any type of support stipulated under the law to be provided as quickly and conveniently as possible in all regions.
Another issue has to do with assistance to our border regions. The President has pointed out that people in these regions need additional support.
It is extremely important to ensure that our citizens who have lost their homes are not left without government assistance, and that they are offered an opportunity to buy or build new housing for themselves.
Today, we will discuss the allocation of another 7 billion roubles to the Kursk and Bryansk regions for this purpose.
