FORT LEE, Va. -

Defense Contract Management Agency Special Programs held an assumption of command ceremony at the agency's headquarters here Oct. 15.

Navy Vice Adm. Stephen Tedford, DCMA director, presided over the ceremony as Air Force Col. Dustin Thomas assumed command from Acting Commander Jeanette Rhodes.

Thomas said much of his previous service prepared him for his new assignment. He worked on research, design and engineering projects that would later fall under DCMA Special Programs.

"I've spent most of my career in your world," Thomas said, addressing the Special Programs' workforce. "I can't tell you how cool it is to see those ideas come to life on the production floor."

Thomas said he is excited to contribute to the critical mission of Special Programs and to join an exceptional team of experienced professionals.

"What you do is mostly hidden. It is special," Thomas said. "This country doesn't know what you all do. They don't even know enough to thank you for what it is that you do. So, I want to tell you 'thanks.'"

DCMA Special Programs is responsible for the full spectrum of contract management services for acquisitions involving Special Access Programs and acquisitions requiring access to Sensitive Compartmented Information.

As the command moves forward championing the operational impact of new technologies, Tedford took time to thank Rhodes for her 43 years of federal service including 35 years as an Army officer.

"Since 2017, she had served as deputy director of DCMA Special Programs," Tedford said.

Rhodes ascended to acting commander in March 2026, providing institutional memory during a vital transition period and ensured that not a single beat was missed, Tedford said.

"Jeanette, thank you for a lifetime of exemplary service," he said.

Rhodes said it was a distinct honor and privilege to serve in Special Programs.

"During that time, I've seen seemingly insurmountable challenges overcome with perseverance, resilience and dedication," she said, while thanking the workforce for their contributions to the mission and commitment to success. "I challenge you to continue your excellent service and performance in support of Col. Thomas."

Thomas also thanked Rhodes for her service.

"I know you've poured your heart and soul into Special Programs, into this command and its people," Thomas said. "You've created such a strong team, and I am so excited to be a part of it."
