April 22, 2026 will mark the twentieth anniversary of the tragic passing of two Canadian Forces Military Police (CF MP) members, Corporal (Cpl) Matthew David James Dinning of 2 Military Police Platoon, Petawawa, Ontario and Cpl Randy Payne of 1 Military Police Unit, Military Police Platoon, Wainwright, Alberta.
The MP members were killed on April 22, 2006, alongside two other Canadian Armed Forces (CAF) members, when their vehicle was struck by an improvised explosive device while serving in Kandahar, Afghanistan. They were serving as members of the Close Protection Team, a high-readiness, specialized protective services organization within the Military Police, capable of conducting a broad range of special protective missions and tasks at home and abroad.
Every year to honour the bravery and sacrifice of Cpl Dinning and Cpl Payne, the Canadian Forces Protective Services Unit (CFPSU), with the support of Personnel Support Programs (PSP), hosts a commemorative workout event on April 22. The workout will consist of two separate memorial workouts: the Payne Train and the Dinning Challenge. Of note, on April 22, all regularly scheduled classes at PSP fitness facilities across Canada will be diverted to the Payne Train workout. In Ottawa, this year's event will be held at CFSPU at Connaught Range and is open to serving CAF members and retired Close Protection Operators (CPOs).
The workouts are not for the faint of heart; they demand discipline and determination and a full commitment from every participant. Each workout draws inspiration from Cpl Dinning and Cpl Payne, who brought strength and determination to their service and continue to inspire others to do the same.
This event will provide an important space for MP and CAF members to honour and reflect on the lives Cpl Dinning and Cpl Payne. It symbolizes our unwavering commitment to remembering the life and loss of these members. We will not forget. On this 20th anniversary, we will continue to honour their memory through effort, determination, and the shared challenge of a push-your-limits workouts. We hope to see you there.
