The Software & Information Industry Association (SIIA) responds to the Department of Commerce's Request for Information on the American AI Exports Program, established under Executive Order 14320. SIIA frames the program not merely as a commercial export initiative, but as a strategic geopolitical and national security imperative, emphasizing that global AI infrastructure adoption will shape democratic values, economic competitiveness, and security outcomes worldwide.

SIIA recommends a centralized, industry-led model anchored by a Trusted Prime Integrator to deliver full-stack AI infrastructure abroad, supported by targeted U.S. government diplomacy, regulatory engagement, and export-control coordination. The submission stresses the importance of safeguarding U.S. intellectual property, permitting vetted foreign partners within U.S.-led consortia, addressing foreign regulatory barriers, and aligning program implementation with strong cybersecurity, supply-chain resilience, and international standards to ensure long-term success and credibility of U.S. AI leadership.
