New substation supports OSUPD, CPD working together in University District

Hub near 11th and High reflects expansion of joint patrol program

The Ohio State University Police Division (OSUPD) unveiled a new police substation today located on 11th Avenue just east of High Street. The substation will be the hub for officers from both OSUPD and the Columbus Division of Police (CPD) working in the University District neighborhood as part of the university's joint patrol program.

"This is another way we are working together with the Columbus Division of Police to support the city's efforts to deter crime in the nearby neighborhood," said Chris Kabourek, Ohio State's senior vice president for Administration and Planning and senior adviser to President Walter "Ted" Carter Jr. "We understand that many of our students live east of High Street and this new substation is another proactive safety step following years of investment by Ohio State, in partnership with the city."

The university's comprehensive safety plan, first enacted in late 2021, includes police, non-sworn security, lights, cameras and license plate readers and has helped contribute to a steady decrease in crime rates in the University District. One tactic has been expanding the joint patrol program, which now features four OSUPD officers patrolling the University District full-time alongside CPD officers. These patrols add to existing law enforcement presence within the CPD jurisdiction and allow OSUPD's joint patrol officers to respond to calls under the special mutual aid agreement. OSUPD and CPD often patrol together inside new, co-branded vehicles or on bikes.

"We continue to partner closely with Columbus Police and the city to invest in the safety of the nearby neighborhoods," said Monica Moll, associate vice president of Ohio State's Department of Public Safety. "Having our officers respond to calls alongside CPD allows students to be connected directly to university support resources they may not otherwise know about. It also reinforces our commitment to building and maintaining relationships with our community while enhancing the communication and partnership between law enforcement agencies."

OSUPD took over the new space on 11th Avenue, next to Barnes and Noble, in summer 2025 and began renovations. The 9,000-square-foot substation contains administrative offices for OSUPD and CPD supervisors and will allow patrol officers to work on reports, process evidence and lost or stolen property. It houses locker rooms, bike and equipment storage and community engagement space.

"Our officers are committed to protecting and serving the campus community and this new space shows our commitment continues to grow," said OSUPD Chief Dennis Jeffrey. "We believe this high-visibility location will be a resource for students, faculty and staff in the area."

The main OSUPD headquarters remains on campus, inside Blankenship Hall.

Community members are encouraged to report suspicious activity to police and always to report stolen items. On campus, call OSUPD at 614-292-2121. Off campus, including in the University District, continue to report incidents to CPD at 614-645-4545. Always dial 9-1-1 in emergencies.
