PSD Requests Proposals 4-1-2026 For The Vermont Building Energy Workforce Development Program

Through this request, the Vermont Department of Public Service seeks proposals from qualified entities to develop and implement workforce development programs that expand and strengthen Vermont's energy efficiency, weatherization, electrification, and clean energy workforce.

The Department intends to fund programs through this RFP that:
• recruit and attract new workers into the energy efficiency, weatherization, electrification, and clean energy fields;
• support the training and professional development of new and existing workers, including preparation for relevant industry certifications;
• assist contractors and employers in retaining workers and building sustainable businesses in these sectors;
• drive Vermont's achievement of the goals set forth in the State's Climate Action Plan and Comprehensive Energy Plan; and
• ensure Vermont has sufficient workforce capacity to deliver residential energy upgrades statewide.
