Montgomery, Ala. - The City of Montgomery is proud to announce the appointment of Lawrence Davis, Jr. as its new Chief Operating Officer (COO), bringing more than 25 years of public-sector leadership and operational expertise to the Capital City.
In this role, Davis will work closely with the Mayor, executive leadership, department directors, and employees across all City functions to enhance operational efficiency, strengthen collaboration, and support the delivery of high-quality services to Montgomery residents.
A transformational leader in city and state government, Davis most recently served as the Enterprise Revenue Chief for the City of Atlanta, where Davis led major modernization efforts in financial operations, enterprise systems, and revenue management. Prior to that, Davis held leadership roles with the Georgia Department of Community Affairs, the Georgia Vocational Rehabilitation Agency, and the City of East Point, where Davis progressed through roles including Department Director, Division Manager, Paralegal, and Assistant to the Mayor.
Throughout Davis's career, Davis has been recognized for:
Leading large-scale operational transformations across municipal and state agencies
Modernizing financial systems and implementing technology-enabled innovation
Strengthening organizational performance through data-driven decision-making
Driving initiatives that have resulted in multimillion-dollar savings, enhanced compliance, and improved public service outcomes
Most recently, Davis's leadership has contributed to measurable impacts such as a $350 million operating surplus, a 90% increase in debt recovery, and efficiency gains across revenue and financial management functions.
