Veteran HHS attorneys bring deep experience in government health programs, managed care, and regulatory enforcement to the firm's market leading health care practice
Washington - September 24, 2025: Crowell & Moring today announced the arrival of two seasoned attorneys, Rachel Park and Jill Abrams, to its nationally recognized Health Care Group. Both join Crowell after more than two decades at the Department of Health and Human Services (HHS), where they served in various senior level positions across the department. The addition of Park and Abrams further strengthens the firm's ability to advise sophisticated health care clients on complex regulatory, compliance, enforcement, and litigation matters. They join the firm as senior counsel in Washington, D.C.

Park joins Crowell after 25 years at HHS, where she served as the principal deputy general counsel, the highest-level nonpolitical position in the Office of the General Counsel (OGC). In this role, she managed 700 attorneys across 10 divisions and 10 regional offices. A veteran litigator, Park defended HHS in district courts in New York and Puerto Rico and as a special assistant United States attorney before the Third Circuit Court of Appeals. She has extensive experience in regulatory counseling and investigations, covering areas such as Medicare and Medicaid reimbursement and quality of care issues. Park also served as acting general counsel during the Presidential transition and was chief counsel of the New York Regional Office.
With more than 20 years at HHS, Abrams most recently served as a senior attorney in the Office of the General Counsel's CMS Division, advising on Medicare program integrity issues, with a particular focus on Medicare Advantage and Medicare Part D. Abrams played a key role in significant enforcement matters, working with the Department of Justice and the HHS Office of Inspector General. Her responsibilities included advising CMS on compliance audits and enforcement actions, notably advising CMS on issues related to Risk Adjustment Data Validation in Medicare Advantage.
Crowell & Moring's Health Care Group has experienced significant growth in recent months, marked by the addition of a highly regarded managed care team of more than 50 attorneys from Reed Smith in August, creating one of the largest health care practices in the country. The addition of Park and Abrams further strengthens Crowell's commitment to delivering exceptional counsel to clients in managed care, pharmaceutical reimbursement, and the broader health care sector.

Before her tenure at HHS, Park served as assistant city solicitor for the City of Philadelphia Law Department's Commercial Litigation Unit, a full-time instructor of law at the University of Miami School of Law, and a staff attorney at Children's Rights, Inc. She also spent time in private practice at an international law firm. Park earned her law degree from New York University School of Law and her bachelor's degree in chemistry and psychology from Swarthmore College.
Prior to her government service, Abrams spent time in private practice at a global law firm. She earned her law degree from the University of Michigan Law School and her bachelor's degree in international relations from the University of Pennsylvania.
