Armenia's tripartite constituents advance policy recommendations to promote transition to formality

An ILO-supported series of tripartite discussions brought together government, employers' and workers' representatives to develop practical measures to reduce informality in Armenia.

YEREVAN (ILO News) - The International Labour Organization (ILO) and its tripartite constituents in Armenia held a final reading of policy recommendations aimed at supporting the transition from the informal to the formal economy.

Lusine Kocharyan, Deputy Minister of Labour and Social Affairs, delivered the opening remarks, highlighting the importance of coordinated action to address labour informality and promote decent work.

The recommendations were developed through a series of tripartite discussions held under the ILO initiative Building the capacity of constituents to pre-empt informalization of work and promote the transition to formality in the context of the refugee crisis. Launched in September 2024, the initiative has supported evidence-based analysis of informality and strengthened social dialogue among the Government, employers' and workers' organizations.

Representatives of the Ministry of Labour and Social Affairs, Health and Labour Inspection Body, Ministry of Economy, State Revenue Committee, Republican Union of Employers of Armenia (RUEA) and Confederation of Trade Unions of Armenia (CTUA) reviewed the consolidated recommendations.

The recommendations cover key areas including legislation and enforcement, taxation, agriculture and construction, care and domestic work, occupational safety and health, enterprise development and green value chains, platform work, migrant workers and social protection.

The final reading represents an important step towards building consensus on practical measures to reduce informality and support the transition to formal employment. The recommendations will be finalized and published following the review process.

The event was organized within the framework of the ILO RBSA-funded intervention "Building the capacity of constituents to pre-empt informalization of work and promote transition to formality in the context of a refugee crisis" in Armenia.
