The D.C. Housing Authority (DCHA) hosted a meet-and-greet on March 23 that gave contractors the chance to learn more about Section 3 and its compliance requirements.
Section 3 is a provision of the Housing and Urban Development Act of 1968 that requires recipients of certain HUD funding to provide job training, employment, and contracting opportunities to low-income residents.
Joseph J. DeFelice, assistant deputy secretary for field and policy management at the U.S. Department of Housing and Urban Development (HUD), made a special appearance at the event and spoke to attendees.
Additional representatives from HUD's Office of Field Policy Management joined the event to deliver a presentation about the Davis-Bacon and Related Acts (DBRA). The presentation gave an overview of DBRA and provided participants with key regulatory insights and guidance. DBRA lays out essential information regarding federally assisted construction contracts.
Attendees learned about wages, workers' rights, overtime pay and more. DCHA staff also shared information about executing its Section 3 Obligations Plan. The plan notes that contractors are expected to hire Section 3 and Targeted Section 3 workers, as well as track and report the total hours these employees work on funded projects. As part of this process, DCHA reports this information to HUD.
Various contractors participated in the event, including Adrian Merton, ARS Designs, Consys, HEP Construction, Irreno Construction, JAP Construction, Centennial and One Kare Enterprise.
DCHA is committed to Section 3 and its duty to provide economic opportunities for its residents, voucher program participants, and eligible low-income individuals in Washington, D.C.
