EU-Funded N4CB-II Starts 2026 with a New Training Edition on Resources, Agriculture and Cohesion Policy

The first group of participants of 2026 has begun its training under the EU-funded Natolin4Capacity Building Phase II (N4CB-II) project, as the fifth edition of the Tailored Onsite Knowledge and Analytical Skills Programme on European Integration officially starts at the College of Europe in Natolin (Warsaw, Poland).

Running from 12 January to 20 February 2026, the fifth edition focuses on EU accession negotiation Cluster 5 - "Resources, Agriculture and Cohesion". The training addresses key EU policy areas related to natural resource management, agricultural policy, regional development, and cohesion policy instruments, all of which are essential for Ukraine's alignment with the EU acquis.

The fifth edition brings together eight representatives of Ukrainian public institutions, selected through an open and competitive selection process. Participants represent the following authorities:

  • Ministry of Economy, Environment and Agriculture of Ukraine
  • State Audit Service of Ukraine
  • State Service of Ukraine on Food Safety and Consumer Protection
  • Government Office for Coordination of European and Euro-Atlantic Integration
  • Ministry for Communities and Territories Development of Ukraine
  • Ukrainian National Office for Intellectual Property and Innovations
  • State Agency of Ukraine for Land Reclamation, Fisheries and Food Programmes

The programme combines academic lectures, expert mentoring, study visits and analytical work, enabling participants to strengthen their professional, analytical and negotiation capacities in support of Ukraine's EU accession process.

The launch of the fifth edition follows the successful completion of four training editions in 2025, during which 33 Ukrainian public officials completed intensive onsite training at the College of Europe in Natolin. These editions covered the Fundamentals of EU Accession, Internal Market, and Competitiveness and Inclusive Growth negotiation clusters, contributing to the steady development of institutional capacity across Ukrainian public administration.

In 2026, the N4CB-II programme will continue with two further editions:

  • 6th edition: 1 March - 10 April 2026 - Cluster 4 "Green Agenda and Sustainable Connectivity"
  • 7th edition: 19 April - 29 May 2026 - Cluster 2 "Internal Market"

Information on the dates and thematic focus of the 8th-12th editions, as well as details regarding the selection of participants, will be published and regularly updated on the project website, on project social media channels on Facebook and LinkedIn, as well as on the communication platforms of the project's partners.

About N4CB-II

Natolin4Capacity Building Phase II - Strengthening Ukrainian Public Administration for EU Integration (N4CB-II) is funded by the European Union and jointly implemented by the College of Europe in Natolin and the High School of Public Governance, in cooperation with the Government Office for Coordination of European and Euro-Atlantic Integration and the National Agency of Ukraine on Civil Service.

The project builds on the previous EU-funded Natolin4Capacity Building (N4CB) initiative, implemented between 2020 and 2024.

Key components of the project include:

  • Tailored Onsite Knowledge and Analytical Skills Programme on European Integration for 100 selected Ukrainian public administration employees at the College of Europe in Natolin;
  • Training of Trainers module for 36 public administration employees interested in developing and delivering EU integration-related courses;
  • 21 customised e-learning courses on European integration, including 5 newly developed ones, some of which will be made publicly accessible;
  • Onsite intensive training sessions in Kyiv, reaching 90 participants;
  • Expert-led webinars on key EU integration topics.
