MEDIA ADVISORY: Subcommittee Chairman Brecheen Announces Hearing on Non-Domiciled Commercial Driver’s Licenses Granted to Inadmissible Aliens

WASHINGTON, D.C. -- Today, Subcommittee on Oversight, Investigations, and Accountability Chairman Josh Brecheen (R-OK) announced a hearing for Wednesday, March 4, to examine the emerging national trends and systemic failures in the issuance of non-domiciled commercial driver's licenses (CDLs) to illegal aliens, and the serious public safety and national security risks associated with this practice:

"Granting commercial driver's licenses to people who have violated our immigration laws, and in many cases, can't read traffic signs in English, raises serious safety concerns. Tragically, we have seen the death or injury of innocent Americans due to this practice. In his State of the Union address, President Trump highlighted the incident involving Dalilah Coleman, a 1st-grader who suffered severe brain injuries resulting from a car accident caused by a driver who had crossed the border illegally under the Biden administration. This is a matter of saving lives. This hearing will provide an important opportunity for local, state, and federal leaders to address this risk and work together to better protect American roads."

BACKGROUND:

There has been a sharp increase in incidents nationwide involving non-domiciled CDLs. In Florida, an illegal alien from India, who failed a CDL test 10 times before obtaining one in California, caused a fatal highway crash that killed three people. In Oklahoma, a joint Immigration and Customs Enforcement (ICE) and Oklahoma Highway Patrol operation arrested 91 inadmissible aliens driving commercial trucks, many with improperly obtained non-domiciled CDLs, including individuals with prior convictions for driving under the influence, illegal re-entry, human smuggling, and money laundering.

These incidents reflect a broader pattern identified in the Federal Motor Carrier Safety Administration's (FMCSA) nationwide audit of non-domiciled CDLs. The audit found systemic non-compliance in states across the country, including the issuance of non-domiciled CDLs to individuals who did not meet eligibility or lawful presence requirements, English proficiency requirements, or were licensed in states with insufficient verification or oversight procedures. As a result of this audit, the U.S. Department of Transportation (DOT) issued an emergency action on September 26, 2025, to address these vulnerabilities and enhance roadway safety.
