CBAM for fertilisers: request for postponement to protect farmers

The fertiliser sector is vital for Europe's agri-food chain, and has a direct impact on farmers' costs and EU food security. In these times of economic volatility and geopolitical instability, fertilisers account for 15-30 % of variable farm costs.

At the same time, the EU is heavily dependent on fertiliser imports from third countries and current stocks will not fully cover the estimated needs for 2026, increasing the risks for agricultural production and farmers' competitiveness.

While the CBAM for fertilisers is scheduled to enter into force on 1 January 2026, the technical framework is yet to be finalised and the lack of clear parameters is creating major uncertainties as regards food security.

In the light of the above:

  • 1.What is the Commission's up-to-date assessment, given the current geopolitical context, of the impact of the application of the CBAM for fertilisers on supply, prices and agricultural production in the EU?
  • 2.What tangible measures will the Commission take to ensure predictability of costs for importers and farmers, bearing in mind that the CBAM technical framework is not yet finalised?
  • 3.Is the Commission considering postponing the application of the CBAM for fertilisers until the technical framework is fully completed and an up-to-date impact assessment has been presented?
