Senator Durazo Celebrates $215.5 Million in Proposition 1 Investments for Los Angeles Behavioral Health Facilities

LOS ANGELES - Senator María Elena Durazo (D-Los Angeles) today celebrated the announcement by Governor Gavin Newsom of the latest round of Proposition 1 Bond Behavioral Health Continuum Infrastructure Program (Bond BHCIP) awards, which directs $215.5 million to six major projects serving communities throughout Los Angeles.

The investments will fund hundreds of new residential treatment beds and outpatient slots for mental health and substance use disorder care, bringing critical services closer to home for Angelenos who have gone without adequate access for far too long.

"These investments mean that individuals and families in Lincoln Heights, MacArthur Park, Pico Union, and across Los Angeles will finally have access to the mental health and recovery services they need - right here in their neighborhoods. Projects Funded in the 26th District

St. Vincent Behavioral Health Campus, Westlake / MacArthur Park - $135.8 Million (Two Awards)

The largest investment in this round, spanning two complementary projects, will transform the St. Vincent Behavioral Health Campus in Westlake / MacArthur Park into a comprehensive treatment center. The North Pavilion ($76.8M) will create 239 beds and slots across a mental health rehabilitation center, psychiatric health facility, social rehabilitation facility, community mental health clinic, and residential crisis stabilization unit. The South Pavilion ($59M) will add 124 adult residential substance use disorder (SUD) treatment beds, a 16-bed chemical dependency recovery hospital, and outpatient SUD treatment. Both pavilions are estimated for completion in late 2027.

CRI Help Inc. - Lincoln Heights Recovery Campus Expansion - $41.3 Million

This award will expand the Lincoln Heights Recovery Campus with a 50-bed adult residential SUD treatment facility and a 151-slot outpatient community mental health clinic specifically serving women and children. Completion is projected for January 2029.

St. Anne's Family Services - Brighter Futures Center, Rampart Village - $20 Million

St. Anne's will develop the Brighter Futures Center, featuring a 58-bed adult residential SUD treatment facility and a 4-bed perinatal residential SUD program to support mothers and expectant parents in recovery. Estimated completion is December 2029.

County of Los Angeles - Warm Landing Place Facility, Downtown - $8.8 Million

Located near Men's Central Jail, this 20-bed peer respite facility will provide a critical soft-landing option for individuals transitioning out of the criminal justice system who need behavioral health support. Estimated completion is September 2028.

Jail Guitar Doors - Brother Wayne Peer Respite House, Hollywood - $6 Million

This award will fund an 80-bed peer respite house in Hollywood, operated by Jail Guitar Doors, an organization with deep roots in using music and community to support recovery for justice-involved individuals. This facility will provide a welcoming, peer-led environment for people in behavioral health crisis. Estimated completion is April 2027.

Special Service for Groups - Aunt Mele's Healing House, Pico Union - $3.6 Million

This award funds a 23-bed short-term residential therapeutic program (STRTP) in Pico Union, bringing culturally grounded, community-based healing to one of Los Angeles' most underserved neighborhoods. Estimated completion is April 2028.

These investments are part of California's broader Proposition 1 effort, which has now exceeded its statewide goals, delivering 6,919 residential treatment beds and 27,561 outpatient slots - surpassing the original targets of 6,800 beds and 26,700 slots. Statewide, the Bond BHCIP program has supported 177 projects across 333 facilities.

Senator Durazo has been a consistent champion of mental health investment in the Legislature and supported the passage of Proposition 1 in 2024. She will continue to monitor implementation and advocate for equitable, timely delivery of services to communities in the 26th District.
