Napa, Ca -Napa County has officially launched a comprehensive update to the Baseline Data Report (BDR) - a foundational step in the upcoming General Plan Update, which will guide how the county grows, preserves its resources, and prepares for future challenges.
The updated BDR will offer a research-based snapshot of current conditions across the county, offering critical insight into Napa County's land, infrastructure, natural resources, and community characteristics. It will serve as the technical backbone of the upcoming General Plan Update and Environmental Impact Report (EIR), ensuring that long-term policy discussions are rooted in reliable data.
"Updating the data that underpins our General Plan is essential to making informed, forward-looking decisions," said Brian Bordona, Director of Planning, Building, and Environmental Services for Napa County. "Reliable, current data ensures that our planning efforts reflect today's realities-everything from land use and infrastructure to environmental conditions and community needs."

The BDR Update began in early 2025 and will continue through Spring 2026. Key steps include:
As the BDR nears completion, the County will begin the General Plan Update (GPU), last revised in 2008. It is anticipated that a Request for Proposal (RFP) process to prepare the GPU and related Environmental Impact Report (EIR) will be initiated later this fall with the selection of a consulting firm occurring in January 2026.
