BCC Briefs for Oct. 22, 2024

​At the Oct. 22, 2024, Board of County Commissioners meeting, the board took the following action on the regular agenda:

Airports - received and filed a Federal Aviation Administration (FAA) grant for $3.5 million for the Taxiway R Rehabilitation project at PBIA. The Grant requires a 25% local match in the amount of $1.1 million. Approved a contract with Ranger Construction Industries, Inc. (Ranger) for approximately $4 million for the project and approved a Budget Amendment of $3,517,990 in the Airport's Improvement & Development Fund, including a transfer from Reserves for $1,172,664.

Community Services - approved, by a 6 -1 vote, a retroactive contract for Provision of Financial Assistance with Gulfstream Goodwill Industries, Inc. (GGI), not to exceed $20.9 million, for the operation of three (3) Housing and Homeless Resource Centers.

Received and filed, by a 6 -1 vote, Amendment No.0010 to the Florida Department of Children and Families (DCF) Unified Homeless Grant Contract to increase the grant amount by $533,832 for rapid rehousing and homelessness prevention services for vulnerable populations.

Approved, 5 -0, the FY 2025 Opioid Settlement Fund categorical expenditure plan, an additional Fiscal Analyst position to provide fiscal oversight and budget transfers.

Environmental Resources Management - adopted a Resolution supporting the permanent protection of County-owned Natural Areas through granting of conservation easements to conservation land trusts.

Health Department - approved the appointment of Larry Bush, MD. FACP, FIDSA to the Environmental Control Hearing Board for a three (3) year term.

Housing and Economic Development - approved the waiver of the statutory requirement, by a super majority vote, that one of the two public hearings to be held on December 3, 2024 and January 14, 2025, be held after 5:00 p.m., and approved the advertising of two public hearings to be held on Dec. 3, 2024, and Jan. 14, 2025, at 9:30 a.m. to consider parcels located at 9302 and 9400 South Military Trail, known as Cypress Creek Green Reuse Area, as a Brownfield area.

Approved General Obligation Housing Bond Loan Program (HBLP) - For Sale Development award to the Community Land Trust of Palm Beach County and the Treasure Coast Trust in the amount of $1,480,000 for the Lake Worth Beach CRA Scattered Villas project. The Project will consist of four (4) single-family villas (two units each) providing housing to eight (8) families.

Approved General Obligation Bond Loan Program (HBLP) - Affordable Housing Multifamily Development award to the Sun Foundation, Inc., in the amount of $7,870,000 for the Waterview Apartments at Mangonia Park and approved $5.130 million in the Housing Initiatives Program (HIP) Funding. The project consists of construction for 140 rental development units.

Authorized the Palm Beach County Department of Housing and Economic Development (DHED) to apply for a $500k grant to the Federal Home Loan Bank of Atlanta (FHL Bank Atlanta) for the Heirs' Property Wealth Protection Fund and conceptually approved up to $500k from the Housing Initiative Fund as the required match, if application is awarded.

Facilities Development & Operations - adopted "The Palm Beach County Real Property Acquisition, Disposition and Leasing Ordinance" (PREM Ordinance) to clarify, update and codify procedures.

Approved the immediate revocation of the License Agreement for the Use of County-owned Property granted to Transit Village, LLC (TV) and authorized the Mayor to execute a letter notifying TV of the revocation of the license agreement.

Approved a Development and Conveyance Agreement (DCA) with Vanderbilt Education Florida, LLC. (Vanderbilt FL) for the planning, development, design, construction, and maintenance of a graduate campus which will include approximately 5 acres of County-owned property located within the City of West Palm Beach, includes a Urban Lab partnership with the community and subject to reasonable efforts, Vanderbilt FL to execute a license agreement with TV for temporary parking.

Approved Amendment No. 4 to the Developer and Operator Agreement with the West Palm Beach Housing Authority (WPBHA) for the Prosperity Village Cottage Homes project to increase the rent structure by 20% for the first two (2) years of operations and extends the project schedule.

Financial Management & Budget - adopted revised The Living Wage Ordinance amending the definition of "Paratransit contract" due to recent changes to the County's Procurement Code. The Living Wage Ordinance does not apply to construction contracts entered into on or after July 1, 2024, due to recent legislative changes that now prohibit the County from imposing a minimum wage requirement (other than state or federal minimum wage) or paratransit contracts or other contracts entered into on or after September 30, 2026, due to recent legislative changes.

Planning, Zoning & Building- adopted, 5 - 0, a resolution approving the temporary waiver of building permit fees for repairs related to Hurricane Hilton and related severe weather. All building applications, licensing, insurance, inspection and other building fees/conditions required by law are still applicable.

Public Safety - adopted an amendment to the Certificate of Public Convenience and Necessity (COPCN) Ordinance to provide a process to allow additional COPCNs.

Received an update on Hurricane Milton's response and recovery efforts from Mary Blakeney, Emergency Management Director.
