KUTZTOWN, Pa. - Across Pennsylvania, school districts are facing critical shortages of certified special education teachers - impacting students who rely on specialized support to thrive. Kutztown University is taking action to address this need with the launch of an accelerated, tuition-free certification pathway designed to prepare more highly qualified educators - faster.

The new initiative, ASPIRE (Accelerated Special Education Program for In-Service Resident Educators), enables certified teachers and recent graduates who have passed student teaching to earn their PK-12 special education add-on certification in just 15 months.

Kutztown University is among a select group of institutions in Pennsylvania leading innovative, state-supported efforts to reimagine educator preparation - removing financial barriers, accelerating pathways and directly responding to workforce shortages in high-need areas.

Supported by funding from the Pennsylvania Department of Education's Accelerated Program for PK-12 Special Education Teacher Certification grant, ASPIRE eliminates tuition costs for participants. In addition to 100% tuition coverage, participants receive an $8,000 living stipend and opportunities to earn income while completing the program.

"Through ASPIRE, we are creating a pathway that accelerates certification without sacrificing quality - allowing educators to earn as they learn while receiving the specialized preparation needed to support students," said Dr. Rebecca West Burns, dean of the College of Education.

The 27-credit graduate program combines flexible online coursework with embedded special education internship. Rather than requiring a traditional unpaid student teaching semester, the program fulfills certification requirements by integrating supervised clinical experiences and paid district-based work throughout the 15-month program.

To address immediate staffing needs, participants spend three days per week supporting special education classrooms and up to two days per week working as paid substitute teachers in partner districts, including Antietam, Brandywine Heights, Kutztown Area, Schuylkill Valley and Tulpehocken Area School Districts. This model allows participants to contribute in real time while building the skills needed for long-term success in the field.

Participants in the ASPIRE program benefit from:

  • A fast-track pathway into high-demand special education careers

The program is designed for recent college graduates with initial teaching certification in areas such as elementary, secondary, art, music or physical education - as well as certified teachers without permanent positions - who are interested in adding special education to their credentials and expanding their career opportunities.

After completing the ASPIRE program, participants will be dual-certified educators, prepared to step directly into high-demand roles across Pennsylvania, including positions in learning, emotional, autistic, life skills and multiple disabilities support. The 27 graduate credits can be fully applied toward Kutztown University's Master of Education in Multicultural Education with a specialization in special education and count toward Act 48 continuing education and Instructional Level II certification requirements.

Applications are now being accepted and interested educators are encouraged to apply early due to limited cohort capacity.
