New community will bring affordable homes with comprehensive on-site services to the Castle Hill/Soundview neighborhood of the Bronx

Bronx, NY - October 15, 2026 - Gilbane, in partnership with Strada Development LLC and the Center for Urban Community Services (CUCS), was joined by city and state officials today to break ground on 1920 Turnbull, a transformative $175 million affordable and supportive housing development located at 1920 Turnbull Avenue in the Castle Hill/Soundview neighborhood of the Bronx.

1920 Turnbull will deliver a 22-story building with 228 affordable rental apartments, including 137 permanent supportive housing units for formerly homeless individuals and families. The community will also include a 24/7 staffed lobby, outdoor recreation space, a fitness room, community room, bike storage, laundry facilities, and other resident-focused amenities designed to foster health, connection, and well-being. Completion is anticipated in March 2029.

CUCS will operate a 3,500-square-foot on-site office space providing residents with comprehensive supportive services, including case management, behavioral health support, benefits assistance, employment services, and connections to community resources. By bringing these services directly into the building, CUCS helps residents maintain stable housing, improve their health, and build the foundation for long-term well-being.

"New Yorkers desperately need high-quality, inclusive housing in every neighborhood, and our work with Strada and CUCS will not only provide hundreds of new affordable units but lay the foundation for stability, health, and opportunity that will serve the Bronx for many years to come,"said Yarojin Robinson, Senior Vice President of Affordable & Mixed-Income Housing, Gilbane Development. "We're proud to work with our partners and the City of New York on this transformative project and look forward to bringing this vision to life."

"Breaking ground at 1920 Turnbull marks a milestone for Strada. The project reflects the approach we bring to all our work: creativity, persistence, and deep collaboration," said Courtney Horwitz, Founder and Principal of Strada Development LLC. "We are grateful to Gilbane, CUCS, and our many government and banking partners for making this possible. We are proud that our first development will bring affordable homes, supportive services, and new opportunities to the Soundview community."

"For people who have experienced housing instability, getting the keys to an apartment is a major step, but it isn't the end of the work. What matters next is having consistent support, people you know and trust, and the opportunity to build stability on your own terms. That is what CUCS will bring to 1920 Turnbull," noted Dawn M. Pinnock, President & CEO, Center for Urban Community Services (CUCS). She adds, "We're grateful to Gilbane and Strada Development for their partnership in bringing this project forward and creating more affordable and supportive housing for New Yorkers."

"I secured support and funding for this development by bringing $3.5 million in FY2026 funding to the Center for Urban Community Services to advance affordable housing right here in Soundview," said District 18 Council Member Amanda Farías, Co-Chair of the Bronx Delegation. "I want the affordable housing we build in my district to reach New Yorkers who have experienced homelessness and those who need supportive services to maintain stable housing. I believe we have a responsibility to invest in housing that gives these residents a real opportunity to establish stability and remain housed. Having grown up in Soundview, I understand the importance of making sure our neighborhood's growth translates into housing opportunities for the people who need them most."

"The transformation of this brownfield site into new affordable and supportive housing is symbolic of the foundation we are laying down today for the long-term well-being of the future residents. Once both Phase I and Phase II of this development are complete, a total of 435 affordable and supportive housing units will be available for individuals and families of the Soundview community. These are 435 new opportunities to foster health and connection in a neighborhood that deserves high-quality and inclusive housing. Thank you to everyone who played a vital role in making today's groundbreaking a reality and for their commitment to ensuring our residents have affordable, safe, and dignified housing," said Bronx Borough President Vanessa L. Gibson.

"1920 Turnbull will help address the urgent housing needs of New Yorkers by delivering more than 225 affordable and supportive homes, paired with on-site supportive services, to the Soundview community in the Bronx," said HDC President Eric Enderlin. "HDC looks forward to working with all of our partners to bring this project to life in the months ahead."

"1920 Turnbull is a testament to what can happen when government agencies, nonprofits, and developers work together to provide the kind of permanent affordable housing that communities need," said HPD First Deputy Commissioner Adam Phillips. "This 228-unit development will not only provide supportive and deeply affordable housing, it will also include on-site comprehensive supportive services, such as case management and behavioral health support. This will address residents' needs, while also giving them a place to call home. Today we are breaking ground, not just on a new development, but on a new era of housing for the Bronx."

"Today marks a critical step to connecting more New Yorkers to high quality supportive housing and support their paths to long term stability," said NYC Health Commissioner Dr. Alister F. Martin. "The Health Department is proud to work with the Center for Urban Community Services to add more than 130 new permanent supportive apartments for adults and families with children to over 13,000 city-contracted units offering onsite, voluntary services to help residents stay on top of bills, connect to resources, and engage in care through community, because we know that dignified housing is integral to helping our neighbors live healthier lives."

"This groundbreaking marks a significant milestone for 1920 Turnbull and for affordable housing development in New York City," said Raquel Diaz, Gilbane Building New York City Business Leader. "This community deserves secure, sustainable housing with the support services residents need. Gilbane Building is proud to serve as the general contractor and to work with our trade partners to deliver a project that will bring much-needed affordable housing to the Bronx."

1920 Turnbull is the first of two planned buildings, with Phase 2 set to add 207 additional affordable apartments, including 18 percent of units designated as permanent supportive housing for formerly homeless individuals and families. Phase 2 is expected to get underway within the next year pending city approvals.

The development is designed to receive Passive House and Enterprise Green Communities certifications, incorporating high-performance insulation, energy-efficient systems, and fully electric heating and cooling. The site is also part of the New York State Brownfield Cleanup Program, and will be remediated during construction, ensuring long-term safety for residents.

This investment represents a significant step forward for the Bronx, bringing new housing, essential services, and sustainable design to a well-connected location near supermarkets, parks, and transit. The project reflects a shared commitment to delivering high-quality affordable housing that supports residents and contributes to the long-term vitality of the community.

The development team includes Gilbane Development as lead development partner, Strada Development LLC as co-developer, and CUCS as co-developer and service provider. Gilbane Building will serve as general contractor, with Magnusson Architecture and Planning as its architect.
