Downing Applauds Preliminary Affirmative Determination in Russian Dumping Investigation

Today, Congressman Troy Downing (MT-02) released a statement following the U.S. Department of Commerce's (Commerce) announcement of its preliminary affirmative determinationin the antidumping duty (AD) investigation of unwrought palladium from the Russian Federation (Russia) brought by Stillwater Mining Company.

"This preliminary determination confirms what Montanans have known all along-Russian commodity dumping is to blame for the market turmoil that has left 700 families reeling from layoffs at Stillwater Mine," said Congressman Downing. "I was proud to advocate for tariffs on Russian critical mineral imports and urge the Department of Commerce to use the tools at its disposal to combat this manipulation accordingly. In the meantime, I will continue fighting for relief for the people of Stillwater County by working to pass my Stop Russian Market Manipulation Act."

Background

  • On August 21, 2025, Congressman Downing joined the entire Montana congressional delegation in a letter to President Trump urging him to immediately assess a 50% tariff on critical mineral imports from Russia.
