CFTC Implements Technical Enhancements to Streamline Product Self-Certification Process

WASHINGTON - The Commodity Futures Trading Commission today announced the launch of enhancements to its electronic filing system for product self-certifications. Exchanges are now able to submit a single set of product certification documents applicable to multiple comparable contracts in one consolidated submission.

"In light of the rapid rise of numerous new and innovative products, the Commission must continue to streamline its processes for receiving and reviewing product self-certifications," said Chairman Michael S. Selig. "This common-sense change to the Commission's filing process is an important step in improving that process and reducing unnecessary burdens on both exchanges and the Commission."

"By allowing exchanges to file a unified set of certification documents for multiple comparable contracts, we're making the submission process much more efficient," said Jessica Harris, Director of the Division of Data. "This enhancement increases efficiency by saving time, minimizing duplication, and enabling exchanges to concentrate on innovation rather than procedural redundancies. It also strengthens both market responsiveness and regulatory effectiveness."

The CFTC anticipates that this update will greatly streamline the process of filing product self-certifications. Exchanges will no longer be obliged to submit multiple copies of identical product certification documents in numerous product filings. The CFTC's action supports the administrative goal of "eliminating bureaucratic duplication and inefficiency," as outlined in Executive Order 14243 dated March 20, 2025.
