Monmouth County Commissioners propose resolution to support New Jersey Bill S1990

FREEHOLD, NJ - The Monmouth County Board of County Commissioners has requested that a resolution be drafted for consideration at its next meeting in support of New Jersey Senate Bill 1990.

The legislation would require transportation network company (TNC) drivers to complete an anti-human trafficking training course. The proposed training course would include an overview of human trafficking, including how human trafficking is defined; guidance on the role TNC drivers play in reporting and responding to human trafficking; and information on how to report suspected human trafficking.

"The U.S. Bureau of Justice reports that thousands of human trafficking incidents occur nationwide each year," said Commissioner Dominick "Nick" DiRocco. "Unfortunately, Monmouth County is not immune to the dangers posed by these criminal acts and our residents are at risk of exploitation. Accordingly, it is critical that certain companies that facilitate transportation services within our County ensure that their employees are trained to recognize, respond to, and report signs of human trafficking."

The bill passed the Assembly in January and has since been referred to the Senate Transportation Committee, with no further movement in the State Senate.

"My fellow Commissioners and I recognize the potentially life-saving impact this training can have on both our residents and visitors," said Commissioner Director Thomas A. Arnone. "As a year-round tourism destination, Monmouth County welcomes thousands of people each day who rely on TNC drivers. This bill represents a vital step toward protecting our community, and I will continue to advocate for our state legislators to uphold their responsibility to the people they serve and pass this legislation."

The Board has indicated that it is considering other measures that can be taken to protect residents with respect to these transportation network services.
