City of Cleveland and City of Brook Park Reach Agreement to Resolve Longstanding Airport-Related Disputes

Settlement unlocks 215 acres of land for future development, economic growth, and the creation of high-paying jobs for Clevelanders

Monday, May 18, 2026 - Cleveland - The City of Cleveland and the City of Brook Park have reached a proposed agreement to resolve longstanding disputes tied to airport-area land, tax revenue, and legacy agreements connected to the growth of Cleveland Hopkins International Airport. The agreement would clarify future responsibilities between the two cities, protect taxpayers, and allow both communities to move forward with greater certainty.

The proposed settlement modernizes portions of a 2001 agreement that governed tax-sharing, land acquisition, and other airport-related obligations between the two communities. The agreement ends nine years of litigation, unlocks the dramatic economic potential of the IX - Center and returns 34 acres of Brook Park land to local control. It terminates Cleveland's obligations to purchase additional property and provides for a final payment to Brook Park.

City leaders have collaborated to reach a fair and equitable settlement focused on financial compensation and land reassignment for residents. The effort also reflects a renewed commitment to regional collaboration, job growth, and economic development opportunities that benefit the entire Northeast Ohio region. It puts an end to wasteful litigation and will replace a variable and uncertain tax-sharing agreement regarding the I-X Center and the Emerald Joint Economic Development with guaranteed payments for a limited period of time.

Cleveland and Brook Park city officials said the agreement will help create a stable framework for future development, planning and investment opportunities near the I-X Center and the surrounding area while allowing both cities to focus on future growth and regional economic development.

This announcement is the latest result of Mayor Bibb's Cleveland ERA economic revival strategy - to create more family-sustaining jobs, increase business opportunities, and provide modern solutions that position Cleveland for continued success for generations to come.

Both cities are now preparing legislation required to formally approve the agreement. Additional details, including legislative steps and community engagement opportunities, will be announced as the process moves forward.
