The EEA EFTA States - Iceland, Liechtenstein and Norway - have submitted a joint position paper (EEA EFTA Comment) on the European Commission's proposal for Horizon Europe 2028-2034. In their comment they recognise the programme's essential role in addressing European challenges and promoting European competitiveness through increased investment in research and innovation (R&I).
They underline that excellence must remain the primary selection criterion, and that strong, world-leading R&I communities driven by academic freedom are fundamental to the programme's success.
The EEA EFTA States stress the need for predictable and non-discriminatory participation conditions, in line with the EEA Agreement, including clear recognition of their distinct participation status and full involvement in governing bodies making decisions on funding priorities.
The EEA EFTA States also call for greater clarity on key aspects of the proposal, including the implementation of dual-use provisions, the links between Horizon Europe and the European Competitiveness Fund, and the application of EU preference criteria in full respect of the EEA Agreement.
They further underline that their participation in Horizon Europe brings clear mutual benefits, strengthening knowledge creation, innovation capacity and cooperation across the EEA of 30 States. In this context, they also highlight their contribution to reducing social and economic disparities in Europe through the EEA and Norway Grants, including in research and innovation.
Iceland, Liechtenstein and Norway reaffirm their commitment to contributing constructively to the development of Horizon Europe 2028-2034 and to strengthening European R&I cooperation across the Internal Market of 30 States.
