City releases draft AnnexCOS plan, seeks public feedback

The City of Colorado Springs invites residents to review the draft AnnexCOS Plan and share feedback on a new framework that will help guide future annexation decisions.

Over the past three years, City staff, elected and appointed officials, community stakeholders and residents have worked together to develop AnnexCOS, an update to the City's 2006 Annexation Plan. The effort was initiated following recommendations from PlanCOS and the adoption of new City policies and planning tools.

Public engagement conducted throughout 2024 and 2025 identified several topics residents believe are important when considering annexation, including infrastructure and utility capacity, transportation connections, housing opportunities, fiscal impacts, and compatibility with surrounding development. Those priorities helped shape the draft plan which is now available for public review.

"AnnexCOS reflects years of community conversations about what residents want considered when evaluating future annexation proposals," said City Planning Director Kevin Walker. "This draft is an opportunity for the public to see how that feedback has been incorporated and to help shape the final plan before it is considered for adoption."

The draft AnnexCOS Plan outlines goals, policies and evaluation criteria intended to bring greater consistency, transparency and predictability to future annexation decisions.

Residents can review the draft plan and complete the community survey at ColoradoSprings.gov/AnnexCOS. The survey will remain open through July 7 at 5 p.m.

Feedback gathered during this public review period will help inform discussions by the Planning Commission, City Council, and Planning Department as they consider adoption of the plan.
