· PublicHearing to generate findings of fact and vote on one application and oneCastine Zoning Ordinance Change.

• Plan amendment review of Permit #4350 (dated September 26,2024) issued to Maine Maritime Academy (MMA), 11 Water Street, Tax Map 21, Lot 108. Amendment review necessitated due to the reconfiguration of the shoreside transformer layout for the larger MMA pier project. The amendments to the construction plan entail rotating the planned transformer layout by 90 degrees and: pouring a larger and enhanced concrete pad to place the transformers on, a concrete retaining wall, a guardrail for safety, construction of a stairway on the western side of the lot as well as fencing for both safety and aesthetic purposes

· Reviewfencing criteria and performance standards.

1. Addinga new clause to Article 6, Subsection 6.8.B. allowing for fence safety barriersto be emplaced whenthe extra height is required for safety, projectile containment, or enclosureof a court of play.

2. AddArticle 6, Subsection 6.8.D. RequiringPlanning Board review of any safety barriers emplaced in Village I-III or Ruraldistrict with explicit review criteria of demonstrated need, siting nearabutters and public ways, materials and finishes, screening and sight lines.

3. ReviseArticle 5, Subsection 5.4 (Land Use Table) to add a footnote to Item number 27to allow, with Planning Board approval for safety barriers over 6 feet inheight for Municipal or Commercial recreational facilities.
