16 December 2025, The Hague - Deputy Prime Minister and Minister of Foreign Affairs of the Republic of Moldova, Mihai Popșoi, signed the Convention on the Establishment of the International Claims Commission for Ukraine during the Diplomatic Conference held in The Hague.
The Convention provides for the establishment, under the auspices of the Council of Europe, of an International Claims Commission, which constitutes a crucial mechanism for documenting abuses and ensuring compensation in the context of the losses suffered by Ukraine.
In his capacity as President of the Committee of Ministers of the Council of Europe, Minister of Foreign Affairs Mihai Popșoi underlined the importance of this step in ensuring clear accountability of the Russian Federation for its aggression against Ukraine. The International Claims Commission represents not only a legal framework, but also a symbol of international solidarity and collective commitment to justice.
The Minister reaffirmed the Republic of Moldova's strong support for Ukraine and for international accountability mechanisms, including the Register of Damage, the operationalization of the Special Tribunal for the Crime of Aggression, and the functioning of the International Claims Commission. These elements represent central priorities of the Republic of Moldova's Presidency of the Committee of Ministers of the Council of Europe.
The Diplomatic Conference in The Hague brought together high-level representatives of the member states of the Council of Europe and of the European Union, marking a key moment in strengthening the international response to the aggression of the Russian Federation against Ukraine.
