WASHINGTON - Senator John Hoeven, a member of the Senate Energy and Water Appropriations Committee, today announced he has secured a $108 million award to support the Eastern North Dakota Alternate Water Supply (ENDAWS) project from the One Big Beautiful Bill (OB3). This includes $100 million for construction of ENDAWS and $8 million for repairs at the McClusky Canal and Snake Creek Pumping Plant, which will be utilized for the project.
ENDAWS will save the Red River Valley Water Supply Project (RRVWSP) $200 million in construction costs and $4 million in annual operating costs, resulting from less elevation lift and a shorter pumping distance. In addition, the project will bring a more reliable, drought-resistant water supply to central and eastern North Dakota, serving over 30 communities and rural water systems.
"This $108 million award is a major step forward for ENDAWS and comes on the heels of the $50 million and project authorization that we passed as part of the FY2026 funding legislation," said Hoeven. "We specifically passed language in the OB3 to make ENDAWS eligible for this pool of funding, and I appreciate all of the officials at the Interior Department and OMB who worked with us to get today's award across the finish line. This water project is critical to the future growth and prosperity of eastern North Dakota, and represents a real savings to our state's taxpayers. By utilizing the McClusky Canal we are able to reduce the construction costs of the Red River Valley Water Supply Project by $200 million, while also reducing ongoing operating costs by $4 million per year."
