(WASHINGTON, D.C.) - Yesterday in a 11-7 vote, the House Labor HHS Appropriations Subcommittee marked up and advanced its version of the Fiscal Year (FY) 2026 Labor, Health and Human Services, and Education (LHHS) Appropriations bill. The bill, which now heads to the full committee, eliminates the Title X Family Planning Program (Title X) and the Teen Pregnancy Prevention Program (TPP); while instead providing funding for the ineffective abstinence-only sexual risk avoidance program. The bill also continues harmful restrictions on abortion, including the Hyde Amendment, and adds provisions that aim to "defund Planned Parenthood."
In response, Power to Decide CEO and practicing OB-GYN Dr. Raegan McDonald-Mosley released the following statement:
"As an organization dedicated to improving reproductive well-being for all-especially for those who face the biggest barriers-we condemn this legislation, which defies long-standing evidence of effectiveness and pushes access to health care further out of reach. Programs like TPP and Title X provide critical access to information and family planning services for communities across the country. These programs provide essential health care for the millions of people who rely on them.
"The bill eliminates these vital programs altogether, and takes aim at crucial providers like Planned Parenthood, further decimating life-saving care in an already precarious landscape. This comes just a few months after the passage of H.R. 1, one of the largest transfers of wealth to those at the top by stripping health care coverage and access from those who already struggle the most to get care. As a nation, we should do everything in our power to expand access to care, not eliminate critical, effective programs and target providers. We urge Congress to follow the Senate's lead in working towards a bipartisan appropriations bill that supports reproductive well-being rather than undermining it even further.
